A Fresh Look At West Easton Books

I went down to Borough Hall today to pay my sewer/refuse bill and saw a young lady pass by me. She went into the Council Chambers.

I asked who she was, as she began working on an open laptop.

“She’s from Kunsman’s office. He wants to take another look, when he found out there was petty cash drawer but was always told there wasn’t one over the past years.”

“Kunsman” refers to David L. Kunsman, CPA, who has done the audits for West Easton.

The petty cash was another matter that came to light recently when it was discovered that no accurate accounting of it had been kept. Indications are that, as it became depleted of cash, checks were written from the General Fund to replenish it, but as yet, exactly when and how it was replenished can’t be determined, which is causing headaches for everyone.

In layman’s terms, it looked to be more like a slush fund than an accountable petty cash drawer because of poor record keeping. It’s a mess and the fault of that appearance has yet to be determined with certainty.

Though Mr. Kunsman is a CPA his duties to the Borough are for doing an audit, not doing accounting for the Borough, so it will be up to the Borough to get the accounting end straightened out.

It was a matter I thought would be discussed at a future Legal Committee Meeting, as would another matter that was discussed with the Solicitor, in which I was not in attendance.

Dan DePaul told me that his conversation with the Solicitor was by chance. He said he had visited the office to get information about two properties that appear abandoned and wanted to know what taxes were owed on them. Those being 811 and 813 Ridge Street. After he arrived the Solicitor came in for a document and if he hadn’t been there about the properties, he wouldn’t have known of the Solicitor’s arrival.

As is usual when people gather for unrelated purposes, other matters came up, among them was one I would have liked to have been part of.

What the final determination of the young woman from Kunsman’s office is remains unknown to me, as is what will occur about the other matter being handled by our Solicitor.
