West Easton Council has voted to award Carriage House Landscape Design a contract to begin Phase One of improvements to War Monument Park.
The Property Committee, Chaired by Councilman David Bolash, had been meeting and discussing proposals from a number of landscapers in the previous weeks. The recommendation from the Property Committee only needed approval from Council to proceed with the project.
Landscape Designer Lori Metz made a presentation to Council and the public in attendance that showed the planned construction of a water feature, the cobblestone layout, benches, and shrubbery that will be completed by the deadline of May 30th.
The cobblestone and fountain will be located between the flagpole and Spring House.
It will be laid out as a 14′ diameter circle with a gold star design within the circle. The gold star will be outlined with bluish cobblestone, replicating the blue star and gold star flags used to represent those who actively serve in the military and those who gave the ultimate sacrifice in that service.
At the center of the star will be a “broken” column sitting on a pedestal. The broken column represents a life cut short. The column, approximately 5′ in height, will be plumbed to allow a low volume of water to emerge from the top and run down its length, where it will pass through porous cobblestone and be recirculated from water supplied by the Spring House. The column will be anchored to prevent it being pushed over.
The plumbing to the Spring House, pump, and water basin below the fountain will be done by Carriage House.
Also included will be four benches that will be placed around the “star” circle and perennial flowers around the existing monument. The flowers, when open, appear as 5 pointed blue stars. These perennials will replace the evergreen shrubs that exist around the monument today.
The cost of Phase One is budgeted at $19,550, which includes removal of 3 trees in the park, the evergreen shrubs around the monument, stump grinding, and cleanup. Half of the cost for this first phase will be paid for by a grant.
