The Sunshine Act (Pennsylvania’s open meetings law) requires only that minutes be kept of all open meetings, and that they include the “bare bones” information: date, time and place of the meeting, names of members present, the substance of all official actions, a record by individual member of the roll call votes taken, and the names of all citizens who appeared officially, with the subject of their testimony.
