Constable Tricia Mezzacappa has once again filed what can only be described as another frivolous court action against the Borough of West Easton.
Two previous filings against the borough were tossed in short order, but they still required our solicitor to appear in court.
West Easton Solicitor Steve Goudzousian has answered her nonsense filing with facts, rather than the conjecture and assumptions that Mezzacappa submitted as “evidence.”
As usual, Mezzacappa wants to run up the bill for our solicitor, and put additional legal expenses on the borough.
This action involves an Office of Open Records decision that upheld the boroughs denial of a RTK Request.
It relates to West Easton’s Vexatious Requester Resolution that has become House Bill No. 1931.
Unwilling to accept the OOR decision, she wants a Northampton County Judge to hear her ignorant argument.
Mezzacappa knows she is the poster child for what is likely to put an end to her vexatious requests, and she has been unhinged knowing that I worked alone in getting support of the resolution from other municipalities, PSAB, and PSATS, that eventually saw it reach the state legislature.
Mezzacappa isn’t just attempting to punish West Easton.
Richland Township, located south of Coopersburg, found itself a target of her anger. She submitted the following RTK Request upon them, seeking a burdensome and useless collection of information:
1. All approved check lists for all funds 2015 to present. 2. All treasurer reports 2015 to present. 3. All email correspondence in 2019 concerning legislative changes to the PA RTK Law. 4. All grant applications 2015 to present. [5.] Solicitor invoices for 2019. [6.] All RTK requests filed in 2019. I am seeking electronic copies. [7.] YTD Gross and net payroll for all employees 2019.
Richland Township supported the Vexatious Requester Resolution with one of their own. Other municipalities throughout the state have received similar vindictive requests from our common scold.
She will have wasted more taxpayer money when this court filing is tossed in the same circular file as her others, and continues to be an embarrassment to our community.
But she has no problem in supporting Gov. Wolf’s effort to impose a $20K+ fee on West Easton taxpayers, or in working against West Easton obtaining grants.
In a letter to Senator Boscola, in which she represents herself as a Law Enforcement Officer, she shows her disdain for her own community, while omitting facts surrounding the reason West Easton had to end up in court to enforce a stop work order on a business that failed to provide construction plans and other documentation before beginning operations.
She also thinks any community that obtains grants are “freeloaders,” and are “double dipping” from the same pool.
She knows how to make friends throughout all of Pennsylvania.
